what should be the weight provided if the bike used some times with passenger or with passenger + luggage?

The weight you provide will be the spring rate installed. If you use just your weight, it will be sprung for that. If you choose to use a combined weight, it will be sprung as close as possible to that weight. Most will use just their weight with gear when putting in rider weight.
